Amherst Town Supervisor to join firm on Jan. 1, 2026
Masiello Martucci Hughes (MMH), Buffalo’s premiere lobbying and business development firm, has announced that Brian J. Kulpa will join the firm as a partner on Jan. 1, 2026. At the same time, the firm will rebrand to Masiello Martucci Hughes Kulpa. As part of the agreement, Kulpa will also become a partner in Keenan Communications Group (KCG), a division of MMH which specializes in crisis communications and public relations.
On Dec. 31, 2025, Kulpa will finish his second term as Amherst Town Supervisor. While in office he secured multiple sources of federal, state, and private funding for several major initiatives, including:
- The Boulevard Mall Redevelopment Project, a mixed-use development that will include housing, a public park, retail space, and a community center.
- Picture Main Street, a corridor plan to address transportation/traffic circulation, parking, and pedestrian safety along Main Street and its immediate surrounding neighborhoods in Snyder and Eggertsville.
- The successful revitalization of a stretch of Bailey Ave. in Eggertsville which included the conversion of a former Harley-Davidson Motorcycle dealership into the Town of Amherst Police Department’s Training Center.
Kulpa’s civic service also included serving two terms as mayor of the Village of Williamsville and a term as a village trustee.

Through the new partnership MMH will acquire Imagine Solutions, Kulpa’s strategic consulting group which focuses on community planning, economic development, urban design, facility design, project management, and implementation.
“I’m excited for the opportunity to continue government advocacy in the support of good projects and our local economy. Tony, Vic, and Mike have been mentors to me through much of my career and I look forward to joining them in practice.”
A principal partner in Waves Architecture & Engineering, Kulpa is a versatile designer, having completed award-winning projects ranging from ski resort lodges to libraries, mixed-use development projects and community centers. He also has been part of several significant aquatic play developments and amusement park projects.

Martucci also announced the firm will move from 438 Main St. to 50 Fountain Plaza. “We have a strategic alliance with Lippes Mathias, and it makes sense for us to be in the same building,” he said. “It is centrally located and easily accessible for our clients. This also reinforces our commitment to downtown Buffalo and the city.”

Kulpa has dual masters from the University at Buffalo: One in architecture, the other in urban and regional planning. He earned a bachelor’s in architecture from UB. Brian and his wife Kate have three children. They live in Williamsville.
